Renters and Foreclosure Committee

 

Foreclosure prevention efforts of the Baltimore Homeownership Preservation Coalition have appropriately focused on helping homeowners remain in their homes, yet there is a growing recognition that renters can also be affected by foreclosure.  In some cities the rate of foreclosures involving rental tenants is estimated to be as high as 40 percent, according to research by the National Low Income Housing Coalition; however, the estimate for Baltimore City is somewhere between 20 to 25 percent, according to data made available from Baltimore Housing.

 

In response, the Renters and Foreclosure Committee was formed by members of both the Baltimore Homeownership Preservation Coalition and the Rental Housing Coalition which is dedicated to improving legal rights and housing conditions for renters in Baltimore City.  The Renters and Foreclosure Committee is working on three initiatives:

  1. Identifying data sources to better understand the tenure and occupancy of houses in foreclosure and to determine the scope and number of renters affected by foreclosure in Baltimore City; 
  2. Crafting legal, legislative and advocacy strategies to address the shortcomings of the foreclosure notice process for tenants;
  3. Identifying and promoting resources for renters subject to foreclosure through printed materials and existing organizations and networks.
